Andrew Rose is Director of Wind Development with Pacific Clean Energy Partners.  Based in Wyoming, USA, Andrew is the CEO of HI-Q Technology, a full-service renewable energy company installing both grid-connected and off-grid systems. Andrew installed the first grid-connected wind turbine in northern Wyoming in 2004. Fully proficient in the emerging technologies of inverter and battery technologies, he has overseen multiple off-grid wind turbine installations of the sub 1 kW class.  HI-Q is a dealer for a world class turbine manufacturer, Bergey Windpower.

Andrew provides all services for renewable energy installations. This includes design, procurement, installation, commissioning, and performance review of systems that rely on wind, solar photovoltaic, and backup generation via propane or diesel. Data capture and monitoring of the systems are routinely carried out through wifi linking or Bluetooth, allowing monitoring from anywhere on earth with available internet. Andrew specializes in providing reliable energy systems – including high-efficiency solar panels, inverters, charge controllers and lithium battery banks – to residences and other small users in remote locations and those that experience harsh weather conditions. 

Andrew is also a licensed professional engineer and certified energy manager.  He provides energy efficiency and retrofit audits for multiple large commercial and industrial clients. His prior non-profit experience included engineering, marketing, and training instruction with a U.S. National Institute of Standards and Technology (NIST)/Manufacturing Extension Partnership (MEP) manufacturing center in the U.S. state of Wyoming. Trainings included lean manufacturing, Six Sigma process improvement certification, value-added services, automation, facility layout, and innovation culture. Andrew holds three U.S. patents involving circuitry and remote control of grazing livestock, as well as manufacturing apparatus.

Andrew has extensive experience working with clients to understand and benefit from government clean energy incentives and assistance.  He routinely provides technical services for U.S. clients developing energy efficiency and new generation projects to ensure the projects leverage state and federal assistance, tax benefits, and government cost sharing through the USDA Rural Business, the REAP program, and the Inflation Reduction Act.
