JOHN CLUNE is Director of Performance Contracting with Pacific Clean Energy Partners. For the past four decades he has worked with dozens of clients – including local governments, private and public housing organizations, and affordable housing organizations – to review, design, and carry out energy efficiency and energy conservation projects in buildings throughout the United States. As a Senior Project Manager with Clean Energy Solutions, Inc., he helps clients assess energy conservation opportunities and project costs and savings.  He works with local and county governments to prequalify public buildings and housing authorities for energy savings performance contracts (ESPCs) and microgrids. In support of Washington DC’s Commercial Property Assessed Clean Energy (PACE) Program, he has provided technical review for more than 50 commercial, multifamily, and non-profit owned projects, validating their project scopes, savings, costs and savings-to-investment ratios, and approving project Commissioning and monitoring and verification (M&V) Plans.

As part of Virginia’s Tri-State MEASURES project, John provided comparative analysis of three U.S. states’ ESPC M&V Guidance requirements under the Environmental Protection Agency’s Clean Power Plan. He also provided recommendations to Lawrence Berkeley National Laboratory on project metrics and M&V inputs to the eProjectBuilder database tool. John developed curricula and co-presented trainings for the U.S. Department of Housing and Urban Development (HUD)’s ESPC M&V training for public housing agencies, and provided HUD with quality control analyses of annual M&V savings reports.

In the state of Massachusetts, John led the review of energy efficiency programs for a municipal electric utility.  He served as an owner’s agent for a housing authority in California and for numerous assisted housing properties in Virginia and Rhode Island.  He acts as an owner’s agent for the City of Annapolis, Maryland in its energy performance contracting solicitation.

As Director of Project Development for Ameresco, Inc., John developed and implemented strategies for energy investment in publicly assisted multifamily housing throughout the United States. He oversaw the completion of dozens of energy studies for public housing authorities ranging from several hundred thousands of dollars to multi-million dollar projects. He also contributed to the development of Ameresco’s proprietary energy modeling software. As Director of Private Housing Services for EUA Citizens Conservation Services, John marketed customer services and managed audit development and construction for privately owned multifamily housing customers, including electric-to-gas conversions for space heating and domestic hot water systems, as well as boiler replacements, lighting installations, and water conservation. John holds a BS in Business Management from Westfield State College.
